This role is part of Blue Origin Operations, which is comprised of Integrated Supply Chain, Test Operations, Safety, Quality, and Mission Assurance. This includes Manufacturing and Supply Chain support across all Blue Origin facilities.

As part of a and passionate team, you will be responsible for bridginglong-range strategic infrastructure planning with tactical executionacross our launch and test facilities. This hybrid role spans the full project lifecycle, from anticipating future company needs and identifying candidate sites, to master planning, design management, and construction delivery. You will work proactively across business units tostay ahead of infrastructure demand, translating future operational requirements into actionable site concepts that account for utilities, civil site development, environmental compliance, and hazardous operations clearances. Your work will shape where and how Blue Origin launches and tests for years to come.

§ 02RESPONSIBILITIES:
  • Proactively identify and evaluate future launch and test site locationsby analyzing projected company growth, vehicle system roadmaps, and operational needs, ensuring infrastructure capacity is developed ahead of demand rather than in reaction to it.
  • Develop conceptual site layouts, master plans, and rough order of magnitude (ROM) cost estimates that holistically addressutilities infrastructure, environmental constraints, and hazardous operations safety clearancesto support strategic corporate initiatives.
  • Collaborate with launch vehicle system architects and internal business units to define and analyze infrastructure requirements on near-, short-, and long-term horizons, translating those needs into actionable planning documents.
  • Support strategic program planning and impact assessments encompassing environmental review, civil site development, land use, and operational suitability analysis for candidate sites.
  • Coordinate with internal and external stakeholders on environmental regulatory planning and compliance, including NEPA assessments, Environmental Baseline Surveys, and permitting with state and federal agencies.
  • Serve as an interface between internal stakeholders (mission operations, fluids, command & control) and external partners (A&E firms, construction contractors, and government agencies such as Space Force and FAA).
  • Manage the full lifecycle of design and construction projects as the Blue Owner, from developing statements of work (SOW) to overseeing contractors, managing change orders, and ensuring projects are delivered on schedule and within budget.
  • Review and approve design documents, construction RFIs, and submittals to ensure conformance with design intent and project requirements.
  • Identify, document, and mitigate project risks and opportunities, communicating potential impacts to budget and schedule.
  • Maintain excellent verbal, written, and graphical communication with stakeholders, including the ability to articulate complex technical and strategic concepts to both executive leadership and field-level teams.
§ 03QUALIFICATIONS:
  • Bachelor's degree in Engineering or related discipline
  • 8+ years of relevant experience in engineering or project management
  • 3+ years of relevant launch infrastructure, test facility, or land development experience
  • Experience working with State and/or Federal Agencies (e.g., Space Florida, FAA, NASA, DoD/Space Force) on permitting, land use, and development
  • Demonstrated ability to evaluate sites for infrastructure feasibility, including utilities, access, and operational safety clearances
  • Ability to understand technical plans, drawings, specifications, and modeling applications
  • Experience with project scoping, budgeting, and scheduling from both a day-to-day and overall construction management perspective
  • Familiar with standard construction procedures, best practices, means & methods, and work safety standards
  • Demonstrated ability to manage technically complex projects from concept through completion using independent judgment and personal initiative
  • Excellent verbal, written, and graphical communication skills
  • Motivated self-starter with strong organizational skills, capable of managing multiple concurrent projects

  • Experience identifying, assessing, and developinggreenfield launch or test site locations
  • Familiarity with hazardous operations siting requirements, explosive safety quantity-distance (ESQD) arcs, and operational safety clearance planning
  • Familiarity with Federal Aviation Administration (FAA) commercial launch site regulations
  • Familiarity with National Environmental Policy Act (NEPA) regulations
  • Experience with CAD and 3D modeling software
  • Professional design engineering experience (PE license a plus)
  • Experience with Newforma Project Center
  • Microsoft Project or P6 Primavera, intermediate proficiency
